You can forget about French president Nicolas Sarkozy's original proposal for policing piracy on the Internet becoming a model for the rest of Europe. Not only has the plan been dropped from the French Parliament's current legislative agenda, but the European Parliament this week approved a resolution harshly denouncing a lynch-pin of the French plan: the proposal to require ISPs to monitor their subscribers' Internet use and cut off those found repeatedly to be downloading illegal copyrighted material.

Indonesia Lifts YouTube Ban; Will Try to Block Individual Pages

Jakarta, Indonesia - Following complaints from Web users, Internet service providers in Indonesia have lifted a ban on YouTube and other sites, enacted earlier this week to block a controversial Dutch film about Islam, the Associated Press reported. Instead, the ISPs told AP they will attempt to block individual Web pages hosting Geert Wilders' film, "Fitna."

Promotion Lets Users Star in Michael Jackson's "Thriller" Video

Pasadena, Calif. - Sony (NYSE: SNE) BMG's Epic/Legacy Recordings on Friday announced a promotion for the 25th anniversary of Michael Jackson's "Thriller" album, in the form of a video mashup that will let users insert themselves as Jackson in the legendary music video to the title track. The label teamed with Big Stage and YouTube (NASD: GOOG) on the promotion, which prompts users to upload photos of themselves, which will then be turned into a 3D avatar by Big Stage and integrated into a version of the video with its own YouTube page.

"World of Warcraft" Hits 1 Million Concurrent Players in China

Shanghai - Chinese online game operator The9 said on Friday that Blizzard Entertainment's "World of Warcraft" massively multiplayer online game has achieved a record of 1 million concurrent players in China. The first expansion pack for the game, "The Burning Crusade," launched in mainland China on Sept. 6.

Nintendo to Ship "Mario Super Sluggers" for Wii This Summer

Redmond, Wash. - Nintendo of America on Friday announced plans to release "Mario Super Sluggers" for the Wii later this year. The game will feature Mario and a cast of other Nintendo characters, and allow users to swing the Wii Remote like a baseball bat, and wave it toward the plate in a pitching motion.

Report: 61% of U.S. Teens Download Music Illegally

Minneapolis - While a majority of U.S. teens still use illicit file-sharing services to download music, their numbers decreased slightly over the past year, with 61% reporting they download music illegally, compare with 64% a year ago, according to a recent survey from Piper Jaffray.

European Parliament Opposes ISP Policing of File-Sharing

Brussels - Members of the European Parliament voted 314 to 297 this week to approve a measure that asks member nations not to enact laws whose penalties would interrupt users' Internet access, such as France's recent policy that compels ISPs to disconnect the accounts of repeat file-swappers. The wording calls for the European Commission and member states to "avoid adopting measures conflicting with civil liberties and human rights and with the principles of proportionality, effectiveness and dissuasiveness, such as the interruption of Internet access."

FCC Fines Top Retailers for Sale of Unlabeled Analog TVs

Washington - The Federal Communications Commission (FCC) has levied a total of $6 million in fines against many of the top electronics retailers in the U.S., for violating rules on labeling analog televisions they sell to inform consumers the devices will not be able to receive digital signals after the switch to digital broadcasting next February. The FCC levied fines against retailers including Sears ($1.1 million), Wal-Mart ($992,000), Circuit City ($712,000), Target ($296,000) and Best Buy ($280,000).

Qik Lands $3 Million for Live Mobile Video Streaming

Lanham, Md. - Looking to further broaden its focus outside of radio, Radio One, a radio broadcasting company that primarily targets African-American and urban listeners, said that it has paid $38 million to acquire New York-based Community Connect Inc. (CCI), an operator of several niche social networking websites.
