Jim Samples, General Manager of Cartoon Network, Friday resigned under pressure following a promotional fiasco that snarled traffic in Boston and cost parent Turner Broadcasting $2 million to settle. A Turner spokeswoman declined to comment on whether Samples was forced to resign. Until a new head of the network is announced, the senior team members will report directly to Mark Lazarus, President of Turner Entertainment Group. www.cartoonnetwork.com WOWIO, a next-generation ebookstore, has announced the appointment of Dr. David B.
