Helsinki - Finland-based start-up Floobs has announced its plans to develop an Internet TV network that will allow anyone to post content for free, including live camera phone video feeds, Reuters reported. Floobs has begun testing a Finnish-language version of the service, and expects to launch an English-language version in November. The service will sell advertising, and also charge for some broadcasting tools.
