Washington - XM Satellite Radio (NASD: XMSR) said on Monday that it will offer anyone with an inactive XM radio purchased at retail three free months of XM service. The value of the three months will be applied when consumers pay for a six-month subscription that is activated between Nov. 23 and Dec. 31. XM said a penalty fee will apply if six months of continuous service is not maintained.
