France Moves Closer to "Three Strikes" Law for File-Swappers

Paris - A proposal was introduced in France's Parliament this week that would implement a "three strikes" law compelling Internet service providers to cancel accounts of subscribers found to repeatedly infringe copyrights, according to published reports.

An independent authority called HADOPI would be tasked with issuing warnings to subscribers at the request of copyright holders, as well as potentially cutting off Internet access to repeat offenders.

The agency would have an annual budget of around $23 million, French minister of culture Christine Albanel said at a press conference, Billboard reported.

The proposed legislation must first pass through France's two houses of Parliament, but could potentially become law early next year.
