have accepted that the government will not implement a
"three-strikes" policy that would disconnect repeat file-swappers,
but are still interested in pressing measures that would reduce Internet speed,
Billboard reports.
The head of the Coalition of Creators and Content Industries, which includes label trade group Promusicae and publishers' society SGAE, said publicly that the group has "no desire to criminalize Internet users who download illegally." Aldo Olcese said that the group would instead focus its efforts on pressing the government to help shut down the estimated more than 200 Spain-based BitTorrent tracker sites.
