The treaties would give the broadcaster new rights to works they transmit, even if the work happens to be uncopyrighted or if the copyright has lapsed. "This new layer turns every distributor into yet another owner," James Love, head of the Consumer Project on Technology, told The Post. Broadcasters maintain that the new regulations would still allow users to make private copies of these broadcasts, but would not allow them to redistribute those copies for commercial profit.
