San Francisco - Kontera, an online advertising start-up, has raised $10.3 million in its second round of financing, led by Carmel Ventures, TechCrunch reported.

Petach Tikva, Israel - Oversi, a developer of peer-to-peer caching and content delivery technologies, announced that it has received an investment from Cisco as part of an extended $8 million second round of funding.

Waltham, Mass. - Mobicious, a mobile content portal offering text-based services, music, videos and games, announced on Tuesday that it has secured $4 million in first round financing, from North Bridge Venture Partners and Carmel Ventures.
