Comcast Details "Network Management" Technique for FCC

Philadelphia - Comcast (NASD: CMCSA) late last week provided the Federal Communications Commission (FCC) will additional information it requested regarding the company's new "protocol agnostic" network management practices, after it was sanctioned by the FCC for targeting the peer-to-peer traffic of some of its 14 million broadband subscribers. The company said its new network management technique "will identify which customer accounts are using the greatest amounts of bandwidth and their Internet traffic will be temporarily managed until the period of congestion passes."

Comcast Appeals FCC Sanctions Over P2P Throttling

Washington - Comcast (NASD: CMCSA), the nation's largest cable TV company and second-largest broadband ISP, on Thursday appealed sanctions levied against it by the Federal Communications Commission (FCC) over the company's throttling of customers' peer-to-peer traffic to the U.S. Court of Appeals. Comcast is arguing that, since FCC rules did not specifically prohibit its practice of blocking file-sharing traffic, "the Commission's action was legally inappropriate and its findings were not justified by the record," according to a statement published by The New York Times.

Comcast Inks Network Management Accord With Vonage

Philadelphia - Comcast (NASD: CMCSA), the nation's largest cable TV provider and a provider of broadband service to nearly 13 million customers, announced on Wednesday a collaborative agreement with VoIP provider Vonage, "to ensure that network management techniques are chosen that effectively balance the need to avoid network congestion with the need to ensure that over-the-top VoIP services like Vonage work well for consumers."

Comcast Pushes "P2P Bill of Rights and Responsibilities"

Philadelphia - Comcast (NASD: CMCSA), the nation's largest cable TV company and a provider of high-speed Internet to 13.2 million subscribers, on Tuesday announced that it will lead an industry-wide effort to create a "P2P Bill of Rights and Responsibilities," which would "clarify what choices and controls consumers should have when using P2P applications as well as what processes and practices ISPs should use to manage P2P applications running on their networks." The company said it partnered with Pando Networks, a provider of peer-to-peer based content delivery network services, on the initiative, and will work with the company to help migrate to a protocol-agnostic network management technique by the end of the year.

N.Y. Attorney General Subpoenas Comcast on P2P Throttling

New York - The New York attorney general's office has subpoenaed broadband provider Comcast (NASD: CMCSA) for information on its practice of interfering with the file-sharing traffic of some subscribers, according to published reports. Comcast, which has admitted to the practice but says it is necessary to ensure all Internet traffic flows smoothly, told the Associated Press that it is cooperating with the office of New York Attorney General Andrew Cuomo.

Consumer Groups Petition FCC to Reject XM-Sirius Merger

Washington - Consumer advocacy groups including the Consumer Federation of America, Consumers Union and Free Press on Monday urged the Federal Communications Commission (FCC) to reject the proposed merger of satellite radio providers XM (NASD: XMSR) and Sirius (NASD: SIRI), saying the deal would eliminate competition and negatively impact consumers.
