gambling is an activity that can be done offline but not online."

Commission has found that current U.S.
law is in violation of World Trade Organization rules, after an investigation

playing blackjack has been identified as a potential violation of the law by
the Nevada Gaming Control Board, the Las Vegas Review-Journal reported. The
"Blackjack Card Counter" can run in "stealth" mode, meaning
the buttons a user would press to update the status of the dealer's deck can
function even though the iPhone's screen is dark. "We wanted to put the
industry on notice to be aware this device is out there," Gaming Control
