Brooklyn, N.Y. - Outside.in, the provider of a Web platform for neighborhood news and social networking, has raised $3 million in a round of venture capital, which included investments from Union Square Ventures, Milestone Venture Partners, New York City Investment Fund, Betaworks, and a group of angel investors led by George Crowley.

New York, N.Y. - TargetSpot, a New York-based advertising marketplace specifically designed for streaming audio, has raised $8.6 million in its second round of venture capital, led by Bain Capital Ventures.
