Canada Authorizes ISP Bandwidth Throttling as "Last Resort"

Ottawa, Canada - Canada's telecom regulator on Wednesday issued new guidelines for Internet service providers in their use of traffic management practices, that include a provision allowing for intentional "throttling" of peer-to-peer traffic as a last result.

BBC: British ISP BT Throttling Video Download Speeds

London - The largest broadband ISP in Britain, BT, has been accused of throttling subscribers' download speeds at peak times, particularly for users of video services like YouTube and the BBC iPlayer, the BBC reported. Sources told the BBC that subscribers to BT's Option 1 broadband package, which promises up to 8Mbps, were seeing speeds for the iPlayer slowed to 700kbps at peak times. BT told the BBC that its terms and conditions state that the company does in fact "limit the speed of all video streaming to 896Kbps...during peak times only."

Blockbuster Online Denies "Throttling" Online Rental Subscribers

Dallas - Blockbuster Online, the rental giant's online DVD rental service, said on Thursday that it does not "throttle" its subscribers, a reference to rival Netflix's practice of giving lower preference for delivery of titles to "heavy renters." "We don't prioritize our customers' movie fulfillment based on how often they use our service, and we don't limit the number of movies a subscriber receives each month," said Blockbuster Online senior vice president and general manager Shane Evangelist. "We want our customers to get the full entertainment value that comes from a subscription plan, whether that's watching 20-plus movies a month or five."
