Redmond, Wash. - Microsoft has announced that its MSN Video unit will provide an exclusive live webcast and on-demand video highlights from the New Orleans Jazz & Heritage Festival. In addition to performances, MSN will offer artist photos, interviews, feature stories, playlists and other content. Beginning on April 30, MSN Video will webcast performances from artists including Bruce Springsteen, Herbie Hancock, Elvis Costello, Keb' Mo' and the Preservation Hall Jazz Band. MSN plans to donate all advertising proceeds from the show to New Orleans Hurricane Katrina relief efforts.

Torino, Italy - Narrowstep, a provider of Internet-based video content delivery, announced on Tuesday that it has partnered with the International Paralympic Committee, to launch a 24-hour broadband channel featuring coverage of the Paralympic Winter Games. The site launched today and will provide over 100 hours of coverage from the games, which will be held March 10-19.

Beijing - The National Basketball Association (NBA) announced on Wednesday that it has partnered with NuSports, a Chinese sports webcaster, to provide live webcasts and video-on-demand access to NBA games in China. Under the deal, NuSports will offer 42 live webcasts and on-demand access of NBA games from the current season, including 30 regular season and 12 playoff games, along with 20 NBA classic games. NuSports said the games will be called in Mandarin by experienced NBA broadcasters and will remain on the site for 24 hours for on-demand viewing.

San Francisco - CNET News.com recently reported on the efforts of news organizations to provide online video coverage of the trial of Saddam Hussein. The Iraqi Special Tribunal trying Hussein is providing an un-translated Arabic-language video feed to news organizations on a 20-minute delay, so that steps may be taken to shield witnesses' identities. Among news organizations, the Associated Press plans to stream the trial online with an English translation as close to a live as possible for the websites of its affiliate news organizations, while C-SPAN will make significant portions of the trial available online; Court TV and ABC News will offer the trial in its entirety through subscription-based online services.

Denver, Colo. -- Ando Media, a provider of third-party Internet radio audience ratings, on Tuesday announced the launch of its Webcast Metrics service and first set of data from subscribing webcasters for the month of October. The company developed the Web radio ratings service following the closure of radio ratings firm Arbitron's Measurecast surveys last spring, but for now its subscriber-only ratings do not include larger webcasters like Yahoo Launch, Radio@AOL, MSN Radio, Musicmatch or Live365. Denver, Colo.-based Ando said its Webcast Metrics cull real data from stations' servers that is then converted to the standard broadcast metrics -- such as average quarter hour, cume and total listener hours -- widely used by terrestrial radio stations and their advertisers. The first Webcast Metrics data found that DI.fm was the top station in October, with a 15,506 average quarter hour (AQH) for the time period of 6 a.m. to midnight, followed by AccuRadio.com, RadioIO.com and EnergyRadio.com.

Washington -- The U.S. Copyright Office this week published the long-delayed official royalty rates that webcasters must pay to stream music online, essentially approving an agreement proposed in April 2003 between the Recording Industry Association of America (RIAA) and a group of large webcasters. The rates, which many webcasters long argued with the RIAA and regulators would be prohibitively high for them to remain in business, will be effective for the period of 2003-2004. Webcasters must make a payment for the period of Jan. 1, 2003 through Feb. 29, 2004 by April 14, and from then on will make monthly payments. The Copyright Office also officially established SoundExchange -- an entity set up by the RIAA -- as the sole collector of these royalties, responsible for distributing payments to artists and copyright holders.

New York -- Major League Baseball Advanced Media on Tuesday announced the launch of a live video streaming service for out-of-market baseball games, offering fans access to broadcasts of games played outside of teams' local TV blackout areas. The service will offer a total of about 1,000 games -- about 3 games per each team each week -- charging $14.95 per month, $79.95 for the entire season or $2.95 per game. Games on MLB.tv will be streamed at 330k using RealNetworks' technology.
